The High King is (allegedly) the highest authority in Modeg. Nevertheless, Simmon and Wilem show it is argued if he really "was a true ruling monarch or merely a figurehead" so it seems he would be ranked somewhere similar to a king of a constitutional monarchy.
He is known for being "the wisest of all kings in the world" in the story Kvothe tells to Marten, Tempi and the other mercenaries.
